do i need to have high a magic prof and elemental rating for its respective infusion to be effective?
Nope, your stats have no effect on how elemental infusions work.

What do i need to change? i had cure up until the last re-do of the abilities and noticed it after it was too late i plan on getting that ASAP.

First and foremost I'd honestly recommend against trying to be a mage at your level. You haven't got access to all the elemental trees yet, and your credit income is too low to be able to afford the increased cost of mana consumables compared to a pure melee character. Plus, you'll want to have good mage gear, which you presumably can't afford. Stick with melee for now, imo.
However, if you're serious about mage, here's some advice for that route.
Stats:
IMO, you shouldn't focus so heavily on INT and WIS. END is very important because it raises your Shield Rating, which has one of the biggest effects on your incoming damage. I never raise any of my stats above my level (so that my other stats can remain more balanced), though some folks like to boost END above their level by some amount.
Abilities:
First, be sure to get into the habit of
always filling out the right-most abilities
first when you reset your abilities page. I personally don't ever use Barrier (which is on Tier 6), so I skip that one, but you'll always want everything else in that column, so you can't afford to forget them.
Don't put any points into elemental Ratings abilities, yet. Those have a relatively small effect on your power as a mage, compared to their 5 AP cost. Mages don't tend to get those until they have AP to spare, which you currently do not. So, I'd take all AP out of Flame Tongues and Cold Snap, and fill out Lightning and Thunderstorm. Use that extra point from Coldsnap to grab Cure again.
The EXP bonus abilities aren't worth the AP at your level. You should switch those AP into Weaken, and put the next two AP you earn into Weaken to fill it out. Weaken is very useful against minibosses in arena, as it lets you pretty much ignore the miniboss until you've cleared out the rest of the monsters. It's also your cheapest Deprecating spell, which will let you increase your Deprecating Proficiency quickly and easily.
After you fill out Weaken, fill out the Tier 1 HP Tanks, and then put 2 AP into the Tier 2 MP tanks. That should take you to level 28. You should save your level 29 AP, and then when you hit lvl 30 and unlock Tier 4, take Item Slots II and Shield.
Shield is your first supportive spell, so you can start working up your Supportive Prof with it. Once you've got a decent bit of Supp Prof, Shield becomes more mana efficient than Cure, since it prevents more damage per mana than Cure restores. I suggest that you keep it up all the time in arena, and in the later rounds of Grindfest and Item World.
