Bad advice IMO.
Elemental strike might work for one-handed weapons to increase their damage and make them viable compared to an ethereal weapon.
But for a 2-h weapon, it doesn't really work.
Elemental strike only hits your main target, which is kinda bad for a weapon whose main strength lies in spreading the love around.
And I really should get around to opening up my shop, gots lots of good stuff to sell, including two fairly decent Fine ethereal Estocs of Slaughter.
Just too much work and hassle to set it all up.

Depends entirely on you.
Remember, it's not that great of an investment to lvl it up really. Once you have done all arenas, your choice for the day is grindfest, crystalfest and item world (not counting ring of blood and random encounters).
And grindfest costs lots of stamina and crystalfest only gives crystals.
So doing item world is a good choice if you got the time and stamina.
And if you feel like you are going to use that specific weapon or item, why not dump a few IW runs into it.
It's not like you aren't getting anything out of IW, you still get experience and item drops, not just any credits.
And it's an investment you can get back, if you get a better weapon, just sell it to someone else when you are done with it, the lvls aren't going to disappear and if you found it good, odds are someone else might as well.

At one point it did, back when accuracy worked a bit like mitigation does now with diminishing returns, so you couldn't get 100% accuracy. So the accuracy buff was much less noticeable back then.
But was apparently deemed overpowered now, when that accuracy gives it's full amount and counts as anti-evade instead.
