1. DW combination
Take a look at
my previous post to choose the appropriate combination for yourself.
You would prefer putting weapons with 'slaughter' suffix in main-hand. If you worry about accuracy you can use balance weapons off-hand.
2. Armors
As Ichy said, pick some armor with protetion suffix. Either light armor (kevlar) or heavy armor (plate).
Those are quite abundant in WTS and easy for you to find a whole set.
3. Primary stats
You should pick more points in WIS,,, in fact, balancing everything won't hurt at your level.
When you progress, you can simply look at the detailed description of each stat in wiki and adjust accordingly.

Let's say in this way:
IW let your equipment's level grow, thus you'll get more benefits if your equipments' underleveled.
It grows according to the base value.
Forging, on the other hand, can make one particular stats grow even if the equipment's not leveled, as it increases the equipment's base value. You'll then get more benefits from IW for forged equipments.
However, forging requires materials and bindings, which can be quite difficult to access.
