Adept learner is useful for low level players, as is ability boost. But don't spend too much.

Other than the Hath perk is there any way to boost the amount of soul fragments you can acquire? Just over extended and bought some armor 60 levels above me that took a bite out of 1/3 of my wallet, and then discovered I need 600 more fragments before I can soulfuse it.

Play Random Encounters and Arena's. Those are good for credits. Play as high difficulty as you can. If you need to cure every round, then you are playing at too high difficulty. Do not play Grindfest.

Is it true or false that in certain condition, in certain build or in certain situation any of these three suffixes: Dampening, Deflection, Stoneskin may be preferred over other one?

In other word, if we have three shields with same stats but various defensive suffixes - will they cost alike or one of them will be slightly more expensive/cheaper than other two? Same for other equipment.

I can't imagine that the price of such an item is influenced by the defensive suffix. Valuation doesn't work like that.

I like stoneskin. Sounds tough.

Assuming they were all of the Peerless SDE type, I'd say: Protection >>> Dampening > Warding = Deflection = Stoneskin.

But overall, everyone just looks at the block and the PABs. The suffix serves only as a "tiebreaker".

Yeah, the difference for top quality shield could be pretty striking.
A Protection one may fetch two times the credits of a warding/stone-skin one.

This is also kind of surprising since it doesn't really reflect how good they are.
If we use your data from here we have:

Total Damage: 10054678
Physical damage: 8041821
Magical damage: 2012857
Crushing damage: 3400483
Piercing damage: 2750360
Slashing damage: 1212872

And for peerless shield
Protection: 2.1 PMI more than other suffixes
Warding: 4.62 MMI more than other suffixes
Dampening/Deflection/Stoneskin: 7.14 specific mitigation

With those numbers we can calculate how much damage would each suffix prevent and calculate a percentage of total damage

Protection: 168878 (1.68%)
Warding: 92993 (0.92%)
Dampening: 242794 (2.41%)
Deflection: 196375 (1.95%)
Stoneskin: 86599 (0.86%)

So conclusions:
- from best suffix (Dampening) to worse suffix (Stoneskin) there is a clear difference of 1.5% incoming damage, suffix on shield is all but irrelevant
- Stoneskin sucks
- Warding kinda sucks too
- Protection is overrated

did you consider a bit the effect suffix has on the overall build? i mean, i too think suffix on a shield is not that big of a deal, but afaik Protection has those prices because being PMI quite high on a build, the percentage drop effect is higher.

Sounds pretty strange but maybe the first staff had all the other rolls nearly peerless?
Don't know, it's not even the best dark staff type available.

Since it's multiplicative it shoulnd't make a difference, right?
5% more PMI is always 5% less damage received.
Example:
100 damage
from 0 PMI (100 damage) to 5 PMI (95 damage) the reduction is 5%.

100 damage
from 80 PMI (20) damage to 81 PMI (19) damage the reduction is 5%.
And you need 5% PMI from equipments to go from 80 to 81.

Obviously the damage recorded by f4tal are influenced by his build, but I doubt that they may change that much even with different loadouts.
