Only their last automatic bid for a given submitted maximum is immune to the minimum bid increment: the reasoning is that they bid
more and they bid
earlier, and so should only be beaten if someone (later) bids
strictly more than them. Of course, everyone is subject to the minimum increment on submitting a bid.
If anyone cares, on the bid log, the last proxy bid entry (by a user on an item)
with a date shows the time it was submitted.
