No budget limit but the price I am willing to pay will fit the equipment.

There are no stat requirements on damage or parry, but I have strange preferences in element and side stats. As I am likely to reject rapiers for quirky reasons, other buyers are more than welcome to come inside here and make their own offers.

If your rapier has an IW that I like, it will factor into the price. If your rapier has a bad IW that will detract slightly from the price.
