Why would it be pointless? Ethereal has void strike, then use 2 infusions for the 2 elemental strikes.

Edit: Oh, I understand what your questions is - yeah, I think that first part relates to only the in-combat effects (really only used for mages) rather than for enchanting via forge.

Prof gained is determined by your exp gained and your training level. So apparently you still want the highest difficulty possible.
There are benevolent IW shops that provide free or 1c/pxp IWs. Just make sure you know you can take advantage of it if necessary.

Mag one has lower level, lower base in MDB, Fire EDB, Elem Sup Depr Prof, Int. But it still has a better actual roll than the Leg one. Wis has 1.65 base difference but still close to that Leg.

If so, should we update percentile range and the formula? Did anyone noticed such things before?

Some stat are not forged: Prof and PABs
Even they are forged, the base are still much less than new patch:
Mag MDB forged base: 25.7; Lv. 323 actual roll: 549.28
Leg MDB base: 30.11, Lv. 348 actual roll: 491.13

Literally this old Mag is better than new patch Leg staff, even that lower base stat are considered as bad nowadays.

You have used script to scale the level, which was what I was talking about scaling problem. Just turn off the script and compare again.

Even with it being soulfused and therefore scaling to my lvl 375, it seems worse than the lvl 348 legendary?

Just to confirm, you are aware that soulfused equipment are scaling to the lvl of the viewer.

no, not much. it even hinders gameplay a bit, actually. not as much as Shadow Veil, but still...
when a 1Her slots Spark, Spirit Shield and Protection is mostly good to go. all the rest is mana saving.

1H does not need SoL. Spirit Shield and Protection is actual everything you to slot. Okay, i would maybe suggest it for him if he want to do PFUDOR IW or some sort of fest but not in general.
