This is one of the Legendary Nasty Feature of the Admin. Frankly, it could be very easy to redesign and take barely a few minutes, but I doubt he'll go through the trouble of doing it since why redesigning something that is already working as intended?

*Personally* Never soulfuse a shield unless it's a Legendary Force Shield with 70%+ block. It's not worth to soulfuse temporary gear unless it's a main weapon.
And I'd chose the kite shield, because +50 points of DEX = +2% parry.

They are both not really good. But i would use the kite shield. It has Dex, higher PM, higher MM.

I say at your level you should start looking for Legendary force, even the cheap one should have better block chance than any other type of shield mmm...
Now the problem is to find the shield with your level, if you by any chance get a kinda good (let's say 50% block range) just soul fuse it until you find better one for end game (90+ will be awesome) mmm...

A long-winded set of questions relating to my build (1h):

Questions:

1) In terms of looking for better equipment vs. upgrading via forge, what would you recommend? Or is it better to just hold off on both until I'm at a higher level? How impactful is it to get IW 10 on armor?

2) I am currently IW-ing Legendary Tempestuous Rapier of Slaughter to replace my current weapon, once I get it to IW 10, how many levels of upgrades would make sense given the lackluster ADB?

3) Understand that kite shield is not ideal for 1h (or probably any build), but given the decent block would I be OK in keeping it? If I were to go 1h mage would the kite shield be usable in lieu of a buckler?

4) Would a legendary legging of protection/warding really be much of an improvement over my current magnificent legging of balance?

5) I like the tankiness the shielding cuirass provides (later levels of IW and even DwD are still a bit scary for me), but do have a Legendary Savage Power Armor of Warding, should I just switch to that for faster clear?

6) Are there any weird stat point allocations or other issues with my stats/build that you could point out in general?

7) I'm working towards demon duality I (currently have IA III), looking at the numbers that seems to be the most impactful given price (around 8-9 million in credits). Should I prioritize it over equipment?

If i was you, i would look for a Leg Force Shield. Top priority. After that would be another rapier, what you allready have, so we skip that and come to change your Shielding for a power armor. And from my own experience i would say after those two left open, forge everything up to 5 at least. Well IW 10 depends on what you get, but it is in the end not even close to the impact of an IWed weapon. But at least a few jugg are helpfull.

Fully upgrade parry. It is cheap and help you survive. Personally i like it also to upgrade crit chance. The damage of that weapon will allways be just average. 46% is 46%. But of course you can upgrade the damage of that rapier quite a bit, i mean if you salvage it later on, you would only loose 10% of the materials and bindigs.

I suggest to search for a force shield. The difference will be huge.

Yeah, it would. Sorry i have missed that Mag piece when i did answer 1). Personally i like a mixup between protection and warding. Balance is imo quite useless, but of course still better as shielding plate.

I would switch. Right away. Without hesitation.

Except the attack speed bonus i cant see anything. This is something when you actually want to optimice your build the speed bonus should be 0%. Except that everything looks good.

Are you sure you really want to go for those 2K Hath? And no i would not suggest to priotize it over equipment. Better equiment means, more damage. More Damage means those 10% Bonus from DDI has of course a bigger impact. So personaly i would say you should wait getting DDI until your damage is higher. I mean 5864. That would only 586 damage more for 8~9M. Sorry but that is something you could get cheaper with better equipment.

Yeah, understand attack speed not ideal, partly suboptimal IW on rapier, and partly just too many agility PABs on equipment. Currently I need haste on later rounds of IW anyways, so probably not too much of a concern until I'm stronger.

Updated stats after swapping out body armor, big difference on attack damage! Accuracy a bit over 200%, but should be fine after I swap balance rapier for slaughter.

Well, that is what an uncle is there for. Glad i could help. Btw if you are worry because of the loose of block chance from the shielding plate, a good force shield will compensate that without problem. And i would upgrade the block chance to the max that is possible for you. Block chance is allways worth the cost.

Yeah, the IW of that fiery rapier is really not the best, but i didnt say something because you said that you are IWing that Tempestuous rapier. Best IW for 1H has only butcher and fatality, and if you want to know, optimimal IW for low damage like your damage would be Fat 5 But 4. But later on with high damage that would change to But 5 Fat 4. But in the end both are good. Ignore accuracy, i never did actually care about that stat since playing 1H.

72% Eprof shoes are enough for end-game as well. But then you'd want charged, probably.

I know that my own equipment is beyond norms (bunch of Peerless) but... I already have 197.6% hit chance with my slaughter 1H weapon thanks to the weapon forging and my armor forged DEX. So at your level it should be easy.

Well, the 4 of 5 Armors of my Mage Set are Mag ones, so I should also recommand all of you others also use Mag ones but not Leg ones?

For 1H Jug 5 doesn't help you play faster, I can play through PFUDOR Fest with my 5 Mag Power Armor of Slaughter with only 5 Forge and without any Jug without even once Full-Cure. So I recommand saving the Shards for End-Game Gears.
