For the lottery, I notice that it says Golden Lottery Tickets cannot effectively bring you past 10% of the pool.

Say there's 7500 current tickets bought, if I buy 2500, do I have 25% equity?

a. 50 tickets, then doubled, so 100, then add 100, so I have 200/1100 tickets
b. GT is capped at 10%, so I have 100/1000 tickets

No, that's now how GLTs work.
They just add 100 tickets to your total, and then during the drawins your amount is doubled, or kept at 10% of the pool, whichever is lower.

Suffusive Spirit Perk. Yay or Nay? Increases base spirit but the major use for SP is spark procs which takes a percentage of base spirit as damage, but then recovery also works base spirit. Does getting it matter at all?

Is the chance you win lottery capped at 10%? or only that golden ticket won't do anything when you have 10% tickets already but you can still have more than 10% winning chance?
For example, if I have 2000/10000, is my chance 10% or 20%?

From my data at trying to model farming GTL efficiency I would say no, your chances of winning shouldn't be capped at 10%. So in other words its pointless to use GLT for any pot under 200k tickets, as you can buy 20k worth or 19900 + GLT.

Thanks for the answer I see. The ehwiki doesn't point it out clearly. Now I guess it'll be good to farm some golden tickets in small pools, which I will need for good prizes.

But there has been reports of GLT negatively affect outcome (placebo maybe?) for smaller sized pots.

I have been thinking about reconsidering getting tokenizer I to get more chaos tokens for my monsters but only if it doesn't slightly impact on my chances of getting more precursor artifacts.

Does tokenizer slightly reduces my chance of getting artifact drops but slightly increases my chances of getting blood tokens and chaos tokens?

https://ehwiki.org/wiki/Loot_Drop_Rolls If you take a look at the loot drop rolls, artifact rolls are ahead of token rolls. I guess you don't have to worry about it then.
Tokenizer slightly increases your chance of getting chaos token, but also decreases your chance of getting blood tokens slightly. Just beware of that your Arena clear bonus has nothing to do with tokenizer. So if you would worry about not getting enough blood tokens from Arenas, that's another meaningless concern since most of your blood tokens should come from clear bonus.

20%.
In all cases the GLT can't reduce your normal chance of winning an item, that'd be completely stupid. Keep in mind aswell that when considering your chance of winning, you have to take into account other player's GLT aswell, so the actual pool is bigger than what is displayed.

It basically means that it can't buff your winning chance beyond 10%, everything taken into account.

If you decide to play other mage and never build holy mage gear, or you plan to get a better oak staff than this one, then you can sell it for quick credit. But I guess this staff is good enough to use if you don't have unlimited budget to build holy mage set

It all depends on your priorities, quick cash or a good staff for the long run? I'd say play for a while without soulfusing it, then decide
