What exactly is Dawn of a New Day? Is it just the daily reset timer for everything?

And how exactly do I access Random Encounters? I've been looking for more fights to do since I'm still new to the game, I'm currently level 132. Is my level limiting my ability to do Random Encounters?

Dawn does that among other things.

Random Encounters are triggered by visiting the news page or galleries. There's a minimum 30 minute delay between each. Scripts like HV utils will queue them up for you so you don't have to check the news page over and over.

Install tampermonkey then HVUtils and monsterbation, it'll make your grinding way easier.
HvUtils has a button/timer on the top left that will notify you of Random Encounter

My Suggestion:
Rent [288065692]Magnificent Hallowed Axe of Slaughter to try to play Melee with Imperil.
If you feel it's OK, then use your Shortsword.
If you feel it's uncomfortable, keep renting other Rapier.

I'll try the axe next rental, thanks for the suggestion. For some reason I misunderstood that only rapier and shortswords can counter attack.

Now to figure out applying imperil in monsterbation.. it's just wheel up lol im silly

I would disagree with the advice of renting axe tbh. Axes do not have bonus parry, which severely reduces defensive capabilities as well as less counter attacks due to having no parry on the weapon. Just try your shortsword, it is a good melee, and its fully yours =)

Yes, that's a very fine weapon. Balance would be better at your level, but this one is a sure fire weapon to last for a veeeeery long while.

Shortsword is better. But to be efficient you should use Imperil.

Your priority is to reach 200% Accuracy over raw DPS. You typically need a Balance weapon around Lvl300 for that, or spam Voidseeker Shards. It's pointless to have brutal damage if the monsters can not only parry, but also evade.
That said, having a Legendary of Slaughter at Lvl300 can be compensated with those shards, and you'll eventually have enough Dex and accuracy provided by your equipment so that you don't need such shards anymore.

I've seen some guide written by Nezu and ericeric91, which has improved my understanding of choosing equipment. However, when it comes to battle, I'm still confused. I hope experts can help me understand what exactly a wind mage can do during a round of battle. If there's a picture of .gif, that'll help me a lot. Thanks.

A wind mage works like any other elemental mage: imperil everything, then blast with your wind spell rotation (Storms of Njord, Downburst, Gale). Heal when you need to. Keep Spark of Life, Spirit Shield, Shadow Veil, Protection, Haste, Regen, and Arcane Focus on all the time. Guzzle mana pots/daughts/elixers to keep your MP up.
