So I tried playing again after quite a few years. Everything looks different with a bunch of new mechanics, my equipment obviously seems to suck now, and I couldn't get through the first arena challenge.

Is there any way to get back into the game at this level?

Have you adjusted the difficulty level in your setting?
Have you equiped equipments and abilities correctly?
Have you set your inventory slot with draughts and potions?

Meanwhile, there are some free shops in the WTS section which you might be able to find some suitable equips.

There are players that pay a lot for obsolete equipment and old trophies. You might be sitting on a few million credits. What's your current playstyle like? If you are having trouble with arenas lower the diffuclty and I would recommend sword and board. That has the highest survability in the game. Noodles give the best chance for Legendary gear. If I were in your shoes I'd sell schoolgirl trophies to increase my credits and shrine noodles hoping for legendary gear. I'd also check out the wts section of the fourm and look for gear within my lvl or gear I could soulfuse. There's also a lot of players that help out others. One of the problems is level thou. You can only soulfuse equipment 100 levels higher than your own. However if you can level yourself up to lvl 400 you'll have access to all the gear that's available. There is also a ton of events that go on and you should definitely join for a chance for free credits.

reason is: servers need to update when you get the 21 figurines. They don't give you OFC immediately. Something on the back-end needs to synchronize. I don't know exactly what triggers it, perhaps tenboro needs to flush his toilet, but usually the OFC appears after some hours.

Completely vanilla behavior. Most battle load a specific URL when you end them, but REs just reload the current URL, which in this example is the URL to start the next RE.

That's fine, it's probably either a visual glitch or HVUtils handling it intelligently in the background. You're not doing anything unusual or illegal, no need to worry about it.

Alright. I'll just do what I have done so far

1. Ethereal is better due to having no burden to reduce your evade, but with a featherweight shard applied to a nonethereal club, the difference is pretty small. Be sure to IW10 the club, and it will be just as good offensively too.

Non-ethereal clubs have too high burden & interference to completely negate with a featherweight charm. The importance of that is up to you to decide, but I think it's one of the easiest steps you can take to keep your evade up.

I see. I guess if I still survive with burdened weapon, it's all good then.

2. Monsterbation, and yes.

I don't think the solution to #2 is available in any of our existing scripts (it would be Monsterbation, not HVUtils, in battle). It's not illegal to do so, but there is a minor caveat that items on cooldown aren't shown in the inventory either, so it'd be impossible to determine which items are on cooldown on first load mid-battle (eg, when switching between the regular/alt domains) - they'd have to be saved and counted since your last usage.

Oh right, I meant to ask about Monsterbation and not HVUtils for the item cooldowns. And thanks to that link it does give a cooldown counter on the item quickbar. But I tried it with health draught and it says the cooldown is 41, not 50 as suggested by Wiki. Which one is the correct one?

According to the wiki:

Every point of burden will have the following effect:

Reduces evade by 4/3%, or roughly 1.33% per burden (fully eliminates evasion at 75 burden).
The penalty is multiplicative; a player with 50% evade and 0 burden will be reduced to ~33.5% evasion at 25 burden.
If burden > 40, decreases melee attack speed bonuses (fully eliminates any bonus at 90 burden).
If burden > 70, decreases physical crit rate by 2%, (capped at 120 burden).

So I guess for heavy armor it's fine. Your attack speed and evade should be 0% anyway. In the future, when you have better equips your burden should fall below 70% which gives you higher crit rate.

To progress, I think you can start on looking for better equips. Rapier of slaugher with a prefix, a force shield (of protection if possible, but block is the most important attribute), a set of power armor (of Slaughter if possible). However, 1H equips are hot. You might need to pay more or open every post in WTS as well as the auction to find a better one, especially the weapon.

You can also try the friendship cannon. I think the cost is around 250k-300k, while in WTS there is a service to try the skill for free. AOE is quite important to improve the clear speed, while 1-shot AOE is really great, especially for random encounters.

Replace your Plate with Power Armor by self Dropping while you're leveling up. If you drop an Exquisite Kite Shield, just forge its Block Chance. Burden isn't a big Issue.

Thanks, I'll list my old stuff from ~2012-3 and see if anyone wants it for giggles. Always used elemental magic and robes, feels like I used to use a dagger in the off-hand, but can't equip it now?
I already have ~10mil creds worth of hath and gp, I think mostly from gallery uploads, so not short there.

Don't soulfuse anything for now. Soulfusing is more for Legendary equipment, or worthless Magnificent if you're really swimming in soul fragments.
For now, you can't do much as 1H. I'd still recommend you to build your Deprecating proficiency by using Imperil once a round. Because once you'll hit Lvl310, you'll have to cast it on every monster. You'll also need a lot of depr proficiency for Weaken, Silence and all that jazz when you'll need to do Item World at PFUDOR difficulty.

If you're lucky to buy Equipments which aren't over 100 of your current level from other Players, then
good Shield > good Rapier > good Power Armor
good Shield for you should be at least an Exquisite Kite Shield (no Request for Prefix and Suffix)
good Rapier for you should be at least an Exquisite Rapier of Slaughter with any Prefix
For self Drop, soulfuse a good Rapier is enough.
And you can also ask here before you soulfuse an Equipment.

depends on how many you get right since. And on how many you have missed before. I haven't experienced it myself, but some players have reported that it can take weeks to get it cleared.

What's the best way to do a single potency (Penetrator 5) IW run, without Dark Descent?

I do a Hell IW first and reset if it's not Penetrator 1, and then a PFIW, reset if it's not Penetrator 3. But after spending 50+ shards I still haven't got Penetrator 3 so I wonder if there's a better way to do it...

First do an IW at a difficulty that earns you 2 potencies. Reset if you don't get any Penetrator. After that, just keep IW'ing at the highest difficulty you can until it's impossible to get Penetrator 5.

Also applicable if you're gunning for two potencies. Lastly, if the staff is tradeable, consider using an IW service to save you all the frustrations and time.

Going for pen 1 first is a fine strategy. Resetting if not pen 3 is not efficient at all. When going for juggernaut, I only reset if I have three different potencies and juggernaut is less than half of them (Like jug2, holyproof3, fireproof1). Penetrator is a little bit harder because you only have 9 chances to get pen5, but a similar strategy should be pretty good.
