Percentage block is meaningless if they are different level; you must look at the BASE block (which is not a percentage).

If by percentage you mean the one given by scripts with reference to Legendary range, then both are bad.

For 1H, the shield should be a Force Shield with SDE. SDA, SEA or DEA are acceptable only if block is way higher then any SDE you could find at your level. Sometimes a good MAG SDE is even preferable to an average LEg. not SDE.

How do I find base block? They're both 500 lvl

Just install percental range script. Or, you have to hover over the stat to get the base stat.

at lv 500 you need high percental range block and Str Dex End or it won't be worth shit

I can only hover over the item name which shows me its stats, I can't hover over that stat since when the cursor stops touching the item name, the styats disappear

Oh nice thanks, what's a good base block? mine's 38, also should I generally compare base stats when I compare items and does potency tier number matter?

compare it to the wiki ranges. That's a lot of work, though. So, just use a script for that like everyone else here. Percentile ranges it's called, and you can find it in the script section.

If you are referring to placing chaos tokens on attributes, I would say: first you open all 100 slots, then you think about raising their attributes.

If you still want to raise the attributes now, I suggest you do it using the Gift Factor efficiency method, that is, place in the first 5 levels of Scavenger, then the first level in each of the other 11 attributes, then 6 to 10 of Scavenger and level 2 of the other attributes, and so on.
