The closest you will get to this is decondelite's auctions, his shop, and the FreeSHop, all of which are targetted towards lower-level items. However most of these are in the 200-400 range.

At level 100 you are still able to level up very, very quickly, and the game is not very hard yet. You can survive entirely on self-drops without issue (drop the difficulty a little if it's too hard). You will be in the mid-late 200s in no time at all, and then you will have access to items you can soulfuse (if they're worth it, and you're desperate for an upgrade).

I use 1H shortsword (of slaughter, void, cold), shield, and shade armor. I don't intend to swap out my current equipment just for this arena. My battle slots include Health Draught, Mana Draught, Health Potion, Mana Potion, Spirit Potion, and Scroll of the Gods.

I play random encounters on PFUDOR, but intend to go Normal level for this arena.

Do any of you have tips or suggestions that I can use with my setup before I set forth? Going 100 rounds will take a significant amount of time, and I don't want to screw things up on the very last round.

On normal mode you should find it trivial, if you're capable of doing PF REs.

at your level, it may be wise to find some power armors instead of shade armors. Shade will slow you down when you play 1h. But yes, I am sure you can manage T&T at normal, because that's very easy. Get a mix of power of protection and power of warding, and you'll be able to go to higher difficulties. If you then get a good shield and good shortsword of slaughter, and use imperil on the monsters, then you may even breeze through PFUDOR.

It went much easier than I expected (even for the Normal setting), but that's most likely because I used Bubble-Gum for the final round. With it, I went straight for Silence and Imperil, followed by Flames of Loki to get the Searing Skin effect in order to get the most out of the Arctic Shortsword I was using.

My Orbital Friendship Cannon skill is gone, I had the skill just an hour ago, and nothing has changed. On wiki it says These must be kept in the player's inventory - not offered at the shrine. (It may take up to one day to become available.) - do i need to have them at all times to be able to use the skill? I had less than 21 for a while now and have been using the skill.

Yes, you must keep all 21 in your inventory (forever) if you want to use OFC.

I have a couple questions; any suggestions are appreciated!

1) At what point should I start upgrading power armor/shield/rapier with materials, and what are the best attributes to upgrade? I'm relatively poor, so I'm looking for the best value/credit.

2) Should I be aiming to buy a Force Shield of Dampening with SDE? Crushing seems to hit awfully hard, but I don't know if it's better to just go with Force Shield of Protection.

3) If I'm just doing IW or Arena, is it worth getting a different rapier element? Fire doesn't seem to do a lot in comparison to other elements.

4) Should I be going for Power Armor of Slaughter even if super expensive for the damage increase? I still have to cure sometimes and be safe when doing IWBTH IW or PFUDOR Arena at higher rounds with 3 power armor of protection/2 power armor of warding. I'm aiming to do most IW/Arena without any buffs other than an infusion and featherweight charms for a bit more evade.

I would say start right away. If you are only able to do one upgrade per week, well that is still one upgrade more as you have now. That depends, when you have problems with your survivability, i would suggest to upgrade parry and dex of your weapon, block on your shield, and on your armor concentrade on End, PM and MM, but upgrade elemental mitigation or Slash/Pierc/Crush Mitigation isnt the worst idea. If you have no problems with that but you want to have a faster clear speed, damage, crit chance, Str and Dex are your friends.

2) Should I be aiming to buy a Force Shield of Dampening with SDE? Crushing seems to hit awfully hard, but I don't know if it's better to just go with Force Shield of Protection.

Imo the prefix of a shield is not that important. Any SDE force shield with decent block would do the job just fine. If you really think you lack crush mitigation, upgrade it on your armor.

The difference between the different elements is not as big as one would think. Of course another element would be better, but when you are really poor, i wouldnt suggest to get another weapon just for the element. Only when you actually get one with better stats.

Well the first question is, did you allready reach the point that arenas no longer can harm you? If not, why would you want for a lot of credits weaken your defenses even more? And even if you are allready able to easy clear all arenas, would you really want to pay a shit tone of credits for a little damage boost when you did allready ask the question about upgrading your equipment at all? I would say, dont do it. In your case it is just not worth it. Upgrade your equipment, there is allready so much to improve. Without your needing to pay multiple M for a single near piece of equipment. And imo your planned equipment is fine. Tbh it is even better as what i did use at level 400. 1. at your level, it is worth-while to forge your good equips. And it's almost always a good idea to forge equipment to 5. You should definitely forge the shit out of that rapier!

2. No dude, dampening is not worth it. Only stat you should worry about is block. So use that Warding shield, please. Next thing to look at, but far less important, is 'SDE'. Both your shields are SDE. And good strength as well! Hard choice between those 2 shields... Maybe the protection is better, because of the high DEX. So. Choose one and sell the other. But don't buy yet another shield.

3. Only for Schoolgirl arena's (the last 3), hallowed or demonic would be better. But, same effect can be achieved by using infusion of darkness and infusion of hallowedness (what's it called again) on your current rapier. So no, don't replace it.

4. You can invest in Slaughter gear, but for now the best improvement will come from forging your gear.

Oh, I see that those gears are your planned gears... yeah you are going to need a lot of soul shards.

Any working script that shows a potion sign can you can just hover over to heal you, and is it possible to program Monsterbation script or another script that can cast OFC/imperil when able on a enemy and then attack, or would i have to program button/keys to do it?

Yeah no, i am quite such things are forbidden, monsterbation is the max of what 10bo is willing to tolerate.

The latter would be forbidden ('when able' - ie, making the decision on what to do on your behalf).

The former should be feasible as long as the button is consistently in the same place all the time and always clickable, but no, Monsterbation (nor any other script) currently do hover-pressing any buttons.

If you want more survivability, I suggest looking into IW Jug 5 only on the gauntlets, because those rolls are pretty damn good on a non-Armor of Slaughter piece and you won't need to replace those anytime soon.

How does one categorize how good an item is, in %, 100% is the highest, but I've seen items with -30% or items with 0% and is is a magnificent item that's worth more than legends on the auctions.

I want to bid on some of the items at the auction but the prices make me want to think if they are worth it or not.

For example, what makes an HA power armor worth buying.

the % is where the base stat compared to (usually) legendary range, so magnificent might have number below 0% (i.e legendary range at 15-20, magnificent range at 10-17, mag with base 10-15 will show negative number there.)
there is also some case when legendary have less than 0% range, it's because the equip is below the known range of legendary (basically somebody have worse luck than what ever recorded)

Magnificent could sold for more than legendary due to prefix/sufix. i.e mag power slaughter might sell better than leg balance or plate shielding if people aim for it's ADB. in this case the % ADB on slaughter might show lower number but in reality it have higher base since slaughter have bonus on ADB stats.
