Long answer would be that it depends on the number of soul fragments you've farmed (or you plan to, iirc, the limit was 60 per day from RE's barring Soul Catcher Hath Perk).
You can also buy soul fragments in bazaar, at 1,000 credits a piece (900 with the proper Perk), so soulfusing a peerless weapon can get you 1,000 soul fragments, +20 per level difference up to 2,000 (100 levels). So if you had to buy them without perks, you'd be putting 3M on the table just to soulfuse.
When do you soulfuse? When you want to.
When I would recommend (not an expert, so feel free to ignore me) to soulfuse? When you find a piece of gear good enough that you know:
- That is your final piece of gear. Barely applies unless you get a Peerless grade with proper prefix/suffix, or Legendary levels that have good stats (up to the player to define what's "good").
- It's a piece of gear that while you know it isn't going to last forever, it's very useful and you're going to keep it for a long time, because better stuff is hardly available or very expensive to get.
My criteria is:
- For weapons: if it's good enough and I don't have to spend more than the minimum Soul Fragments, go for it. If I have to spend SFs, it'd better be some good toy.
- For armours: less prone to spend fragments unless it's peerless grade or a proper legendary with adequate stats. As proper I mean with suffixes and prefixes I want.
