1h+heavy and 1h+cloth are different builds.
His advice is to go with 1h+cloth to build proficiency in cloth and your spells. Even though it uses "1h" it needs different equipment than 1h+heavy needs.
Wakizashi is the most defensive melee weapon. It does the least damage, but it has attack speed (which doesn't matter for 1h+cloth, actually) and parry. Supposedly has a slight advantage in EDB. But I imagine a rapier or shortsword of nimble/battlecaster could serve alright. Just get one with good parry and the right elemental strike. Remember, you're not stabbing and slashing with this weapon, so attack speed and ADB are unimportant. Ethereal is entirely useless. You want the EDB from a true elemental strike to make your spells hit harder.
Bucklers have low interference/burden, and if they're of barrier suffix, they can get pretty good block. Not as good as force, but much less interference than a force shield. This gives you a good amount of defense without making your spells as costly to cast as they would be with a force shield.
Then you wear the best cloth for your element that you can get.
This build doesn't produce as much damage as a staff+cloth mage, because staves give a lot of MDB and EDB and prof. But it is way more durable because you get a fair amount of evade (from cloth), parry (from your weapon and DEX), and block (from your shield). Along with counters stunning opponents to reduce their offense even further.
As for your soul fragment issue:
Don't soulfuse everything. That isn't the solution to all your problems. Buy new gear that is your new level or slightly above your level. Trade out gear for stuff. Only soulfuse
really good gear with really high base stats.
Instead of trying to level as fast as you can, lower difficulty and clear more arenas to get more loot. Earn more credits to afford more upgrades.
If you clear only the SG arenas (highest three) each day and however many REs as you can stand, and do all that on PFUDOR, you will earn more credits than if you do exactly the same stuff on IWBTH or lower. However, if you lower difficulty and do all that and the next 5 arenas down, you earn more total credits.
The clear bonuses for arenas are where most of your income will be. Those are not reduced or raised by difficulty setting.
And last but not least, your Demonic Rapier question:
Fire shield.
There is no holy/dark shield. Fire shiel reduces enemy damage, which is the best effect out of the four to use with 1h+heavy. The reduction to element defense your enemies suffer from it won't really matter as much to you. But because fire shield is
slightly better than the other three, that is the sole reason why people like arctic rapiers better than wind, electric, or fire rapiers. People still tend to prefer holy and dark rapiers because SGs have a weakness to those elements which can't be reduced any further anyway. Reductions to elemental defense such as from fire shield and Imperil can't reduce that defense below 0.
