You seem to forget not everyone isn't +250 or running around with +20 LOD. If I look at all my staffs I think only a few are +45 @250 and I sure my highest ones are hitokiri84's junk staffs from the Bazaar. What is toss out junk to some is still better then what some dream of.

I usually just chunk all Heavy now, but I'm guessing really low level people would still like it. Which means you won't get a whole lot out of it. It's got comparable primary mitigation to pre-nerf stuff, and better attribute bonuses, but unfortunately, the Slashing mitigation is awful. I just checked my old one and it would be 18.47 at that level.
