He is, but it has a somewhat low fire damage bonus.

Interesting thing though. I tried out a +15 Niflheim cap with Snowstorm, and it gives better damage than using T-Storm with a 40+ proficiency Elementalist cap, so it seems even a moderate damage boost of any type will beat out the best of Elementalist proficiencies.

Since I started wearing these Surtr pants with +13 Fire (at my level) and another +13 Fire from the God Staff, I have been one-shoting basically every round @ Normal, both Arenas and Exquisite IW, without a Boss, regardless of which monsters are there. Manthra does very rarely survive with 90+% damage from Meteor. Without a mid, I can clear with just Inferno. (Basically means ignoring X resists your spell.)

The INT bonus makes up for the proficiency difference. Hyl's pants are actually a bit better than my Heaven-sent pants overall. Though if I were to level anything, I'd level my Heimdall pants. I'm lazy though.
