For maging INT is very important: magic rating = more damage.

The best raw block number I have seen, currently the total is even better then on my own shield (although I should match it in 20 levels or so), not bad indeed. It even has better interference than mine.

cmal has a 49% block kite that's around 20 levels higher. Somewhat worse compromise though.
