No you don't, you can have a lot more damage bonus from divine proficiency, than you have from holy elemental damage, so small gains holy elemental damage will do a better effective damage increase than the same gains from divine proficiency.
i.e. +50% holy elemental damage, 0% holy rating, 0 divine proficiency:
if you increase +5% of holy elemental you'll have increased holy damage by 0.05/1.5=3.3% -> before: (1+0.5), after:(1+0.55)
+0% holy elemental damage, 0% holy rating, 200 divine proficiency:
if you increase 10 points of holy proficiency you'll have increased holy damage by 0.05/2=2.5% -> before: (1+(1/200)(200)), after:(1+(1/200)(210))

I don't have or haven't had a katana drop that has anything close to the bleed of my longswords. I think Alpha 7's katana has the best bleed i've seen on a katana.
