A lot of the other stats are pretty low, which balance it out. DEX/AGI/WIS, Physical Absorption, etc.

About what I figured. Good for a Kite Shield, but it's still a Kite Shield and therefore not worth particularly much. I'll keep leveling it anyway, in case I decide to swap back to 1H at some point.

Burden goes against your Action Speed. (Heavy Burden slows you down, and in turn "speeds up" the mobs.) And, yes, Burden 19 is too heavy for you now.
