When proxy bidders reach their limit, they have only a 1k minimum bid increment:

A proxy bidder's last bid is exempt (1k minimum increment)

He set a proxy bid at 100M + 20k when the bid was at 62M, which was valid.
Then the highest proxy bid won.
It would have been 103M if your bid was not proxy.

Yes

The minimum bid increment is there to prevent people from repeatedly making trivial bid increases, but proxy bids are limited to 3 (and people are incentivized to bid their true value anyway), and the actual amount of each player's proxy bid is secret until the limit is reached, so there isn't much point in having a minimum bid increment for the proxy bidders.

Yes, assuming no one else bids afterwards. Only the proxy bidder's final bid is immune to the minimum bid increment.
