Example: If someone is a cold mage, they do not want a Freyr staff, because the Wind EDB is useless for them. The cold mage wants Destruction or Nifheim or Elementalist; all of those are useful. But Freyr is not useful for a cold mage.
"Matching" vs "non-matching" is just like that.
