No VPN on the right I have to use a VPN just to access the site.

Try doing a tracert, it'll might help give a better idea of where the connection is broken.

I've had times where by ISP's DNS seem to messed up for a bit and stopped me from accessing sites I normally had no issue with.

I hope not (IMG:[invalid] style_emoticons/default/cry.gif) but I had similar problems with a few sites like github earlier in the year. Really annoying. I'll probably just VPN for now.

Confirmed for ISP problem.
It worked fine like a few days ago.

We had someone else with the same ISP complaining about the same issue, so yeah, you'd have to contact them.
