Pen5 is probably the best for any staff at any difficulties, it adds more damage than archmage or annihilator and makes imperil much easier.
Second potency depends, if you play low difficulty (arenas not @PFUDOR for example) Ann4 may be the best potency for clear speed, for PFUDOR or Grindfest spellweaver is better since it will help reduce cures.

Yep, I also agree that Pen5 is the best potency for any difficulties.

For Damage expected value, Ann4 is higher than Arc4,

it also depends on your equipments, If your Magic score is strong enough, then Arc4 will be better.
Otherwise, Ann4 will be better if your Magic score is NOT strong enough.

This time for IWing this staff definitely didn't go well.
The IW log look very terrible though first time you change the requirements from Spe+Ann to Pen+Ann,
and second time after reaching 106 AS, you decided to change it again, from Pen+Ann to Ann5 + anything else.
But I still want to make it closer to Ann5+Pen only which was your second requirements. (after spent more 40AS)
And this time I will not charge you expedited service fee even though you had already requested it.
