Even if changing the title somehow stuck, it would still have average stats.

The wiki has outdated info, big shocker. That was true pre-0.82, not anymore.

The way equipment is generated has been significantly changed. Instead of getting passed a "quality bonus" and from that generating random stats, before finally calculating its quality, the system was flipped around to always generating equipment based on a given quality tier.

There's a post were TB says it more explicitly but the 0.82 thread is huge.
