I just sent someone an item with a CoD of 16,000 credits and was charged only 800 credits for it. This means that, contrary to what the wiki page says, the CoD fee is 5% instead of 10%, and the base 10-credit fee does not stack with it. Someone fix, please?

I thought it was 10% for a long time. Most people get postage paid perk first though.
