Improve spikes, carapace, upgrade scales that mean Snom ate all those credits and still evolving. - Snombathur [Zergmon] ( ͡°ω ͡°)

A quick look to Super's auctions and find that non-matching prefix Peerless gear only cost 1-3m each. 40m should be able to get a decent set of starting gear and still whining poor (IMG:[invalid] style_emoticons/default/heh.gif)

Farming Hell/Nintendo Grindfest should not be too bad.

1H fest is more or less free, just hover.
Or go ham, stock up on vase and gum, get a good mage build, blast through your enemies as if they are puddings.

Don't go to grindfest until you can easily survive a 100 round IW, and festing isn't worth it imho unless you have high levels of the crystal perk, I'd grind in IW instead.

For equipment, only options I've heard is 1H/Heavy with Force Shield or any other shield with very high block + plate armor can easily clear it, this would be the cheapest option (power armor require to pay attention in late rounds or to be heavily forged).

Second option would be mage with charged pieces + a lot of forge + maybe some perks (proficiency / DD), but this would very expensive.

In fact I tried a full PFest with my 1H/Power set (Rapier of slaughter, Force Shield, 3 power of slaughter, 1 power of balance and 1 power of protection, all stats are are 5-10 forged except for parry and block, which are maxed) during Easter to get vaccines, After 12 hours (in two days with breaks) I died on round 980-ish because I was not paying attention when casting imperil, but at that point I didn't need any item other than draughts and potions and maybe one or two spirit elixirs.
