Rapier is great, I love my rapier pair (they cost me 7M in total back when the thing was still expensive). But "really great" is pushing it. And people usually don't pair "really great" with "2M". If you add a couple of zeros however, it will be correct.

i only have like 200k but i feel like i can buy anything in the equipment shop so i have no idea if im poor or not.....

200k might not even be enough to buy 1 good piece of equipment you want when buying from other players. Equipment shop is filled with junk. If an equip is useless and not worth salvaging then it goes to bazaar. There is on occasion a worthwhile piece, but you have to be pretty patient for that sort of thing. If the equipment is red, then you cannot equip it. Equipment has to be at or below your level to use.

Guide "How Not To Be Poor"
1. Buy a shitload of BTC. Use actual real life money for that. Preferably from an honest job. But whatever works for you.
2. Sell a shitload of Gold Stars on the WTS/WTB threads @70-75m per star
3. Donate 10 Gold Stars yourself while you're at it
4. Repeat from step 1.

Doing bounties could also work. And running a good H@H client as well, preferably on a dedicated server.

What means "poor" mostly depends on your goals.

However, to have a decent build to play all types of HV battles at PFUDOR with decent average speed is very costly, both to get the equips and to forge them.

Some builds are much more costly then others though. But even the cheapest 1H+Heavy with mixed Power Protection/Warding with minimal forge is going to cost some millions if you want to be able to do that. And then there are Hath Perks, some at least are practically necessary too.

For practical purposes of splitting the players' pool in two categories, like people making donations or events, usually a player is deemed "poor" if he is low-level (say below 250 or 300 or 350) and without stars (or without GoldStar). But it is just a mean to readily split the players' set in two, in a way that is checkable with forum post info only.

There can well be players below L.200 and without stars who are not poor, for instance if they run H@H or do high-value bounties like Noni says.

Now I'm Lv.329, and I found that the damage of my magnificent rapier is not high enough,
should I soulfuse it ? Or accumulate credits to buy Legendary one ??

Either bought it from auctions or a self-drop. In my opinion it's better to save some credits to get a decent legendary rapier instead of soulfusing your Mag one. Soulfusing a Mag equipment seems like a waste overall unless it's really extraordinary, if you want to soulfuse it's better to wait for a Leg equipment. This is what I did with my current Rapier, bought it for 100k from an auction and soulfused.

not every legendary are inherently better than magnificent.
It's ok to soulfuse even exquisite if you think you would using it for a long time, though nowadays you could grab a legendary for 50k so it's only applicable to those who are so adamant to only accept self-drop.
last week there was a unsold rapier of slaughter in your level range (420ish) on super's auction, maybe try asking the seller to sell it for 50k? or just wait for next week, cheap rapier is common occurrence, you don't need 2millions if you just wants any legendary rapier.

also, you shouldn't just look at your weapon for damage in this game, you could also try replacing your armor to another which giving more attack bonus.
