I don't play much, it's rare for me to use an Elixir, but still it may happen that I have to use Health Elixir oder Spirit Elixir, maybe even Last Elixir, but this Emergence doesn't happen to Mana Elixir.

Yeah, PA at your level are quite are. And actually the worst is after reaching 500. And i have to say, even when i dont keep track of the result, less than 10 ED from 100 artifacts is really unlucky. It does happen from time to time, but i also had once 6 ED in a row. So it is a bit luck based. But overall i does pay off, i mean why would people otherhwise even buy them?

You must have great luck with EDs. I shrined 30 once and only got 1. Rest was Hath and crystals.

I don't get it either when HV related hath perks exists and they can use the hath from shrining precursor artifacts.

That's one way to use hath from artifacts other than giving it away for credits.
