People feel they are poor when their expected standard of living is below that of their actual living standards.
Basically they felt they are financially below the average compared to people of similar experience and standing to them. Whether this is real or perceived is another matter.
Imagine meeting with a bunch of people with similar jobs and experience to you, you will feel poor when you learn that they live in swanky lakeside condos while you dwell in a dingy studio.
Obviously, you are clearly richer than that wandering beggar, but as an employed working class individual, you don't hold yourself to the standards of a homeless hobo.
Likewise, that homeless hobo may resent you for your lamenting due to a perceived lack of empathy because he judges you by his standards.
