low block? because of low forged (IMG:[invalid] style_emoticons/default/cool.gif) and my base block shield is 80%, 80% is enough for IH Heavy, just need to full forge it. Someday when I get enough money (IMG:[invalid] style_emoticons/default/anime_cry.gif)

Unfortunately, my max forge upgrade is level 42 right now, so I cant forge it to level 50 yet. Need a lot of money to forge the other equipments to max out my forge level.
About forging the shield block, for now I want to get the material (HGW) from my own drop of salvaged equipment. I admit it kind of weird though. No need to hurry (IMG:[invalid] style_emoticons/default/laugh.gif) . My Motto is slowly but sure (IMG:[invalid] style_emoticons/default/heh.gif)

Peerless Force Shield Forged Lv 50 Soulbound Lv 500 = (1 + 500 / 2000) * 38.52 * 1.35 = 65%
Total = 1 - (1 - 0.125)*(1 - 0.65) = 69.3~69.4% Block

Yep.
But, for example, with a full shielding set, not soulbound but close to my lvl, with ~LMax block and forge lv 5, I can get from 66.8 to around 77% block. Not convenient for damage of course (IMG:[invalid] style_emoticons/default/tongue.gif)

Also, there were, in older patches, shields that reached 39.02 base block Lmax instead of 38.52. If someone ever manages to get that and forge to lv 50, he can probably get closer to 70% (69.8 or 69.9 I think)
