I would say that rapier is worth 400k to 2m these days. The low level is what makes it potentially expensive but it's not an isekai rapier, so people demand quality.

I do not recommend soulfusing that rapier unless you are powerleveling and aiming to go mage asap. That rapier is not quite good enough for endgame unless you are easily satisfied.

Don't forget that you can simply use that rapier from level 300~370 or so without soulfuse. You can sell that rapier anytime and buy another truly endgame rapier for 2m to soulfuse if you are patient.

Once you soulfuse that rapier it will be unsellable, the level will no longer have a meaning, and you will be wielding a 400k rapier for the rest of your life.

If you really want to soulfuse that rapier, because it is ethereal you might consider doing item world first to see if you luck out with the element. That rapier with a desired element and perfect 5+4 potency will be more respectable.

On the other hand consider that because that rapier is ethereal, if you soulfuse it first, you will later need to get a good element on it to look respectable. But that rapier is not good enough to be worth doing a hardcore 4m item world investment to get a particular element. Neither is it good enough to leave at IW9 and constantly use two infusions.

Basically, in my opinion don't soulfuse it.

5B4F for 1H rapier

holy/dark for SG arena and elec/wind for other, but you can simply leave it at iw9 and use 2 infusions because of element of the day

for 1H butcher + fatality is the trend. though don't bother reforging one or two overpowers at the end

for DW, OP is a must. then i'd say whatever combo of butcher and fatality, maybe a bit more butcher since it's mainhand

For melee, i.e. 1H+power, mind you. For other styles, there are other combinations

Although there are differences in elements the "best" ones are a complicated discussion. It depends on various conditions. On ethereal rapiers it's not a bad idea to just accept any element, but is still worth aiming for if you like that sort of thing.

Holy/dark are said to be the best for SG arenas no matter what. Some people think dark is a tiny, tiny bit better than holy overall.

Holy/dark are also the best for any arena in my opinion, if you play with an added elemental infusion, and either use no imperil or a one-imperil style. This is because you can infuse to take advantage of the element of the day, then adjust your spike shield to enhance that element. This might be the most common way to play.

Some players believe 1H should never use cold/wind shield due to loss in counter attacks (I strongly disagree). In that case Arctic paired with flame shield could be considered best in regular arenas, while holy/dark are very close despite not benefiting from spike shields (and can still infuse Arctic or Fiery on corresponding days).

If you use a full imperil style then Fiery/Arctic/Tempestuous/Shocking possibly in that order are all better than holy/dark in regular arenas. In my opinion this is the only scenario for leaving ethereal at IW9 and using two infusions.

As for DW setups, overpower is not as crucial on either weapon if your main hand is a club. Basara's recent research suggests that club of slaughter + rapier of slaughter remains the second most offensive DW combination and quite close to the ideal.

I think fatality might be a little better than butcher in DW for any kind of rapier in either hand. Remember that DW doesn't get counter attacks, which is the main tipping factor towards butcher in 1H style, as counter attacks cannot crit. DW also has a higher crit chance and uses more skills than 1H, which empowers fatality.

On paper, fatality is a very very very tiny amount better than butcher for dual wield regardless of weapon type or which hand it's in. But when I say 'very very tiny amount' I mean it's likely you could test them against each other without being able to confidently tell the difference over a hundred full fests, letalone anything more perceptible by a human. I don't know if I modelled every factor correctly; it's still possible there are situations which make butcher a little better.
