Setting overly high start bids on Peerless items has reduced their sell price in the past. This was proven when 3 identical good peerless were born and auctioned in a short time span. The ones with low start prices got competitive action and sold for more. The ones with high start prices just didn't sell or got a minimum bid. (The owner of the unsold item did very well in the end because he got an offer months later from a rich player, but that's a separate issue).
There are lots of effects that contribute to this phenomenon.
One could be that setting a high start bid has a sense of insecurity about the item's true value, and makes a viewer self-doubt about their own evaluation of it.
Another is that many people change their true maximum after they're invested in an item - that is, if they start bidding while it's low, they may decide to compete for it higher than they originally intended because they don't like the sense of having it taken from them.
In cases of extremely valuable items like peerless charged or radiant mage gear, I would not set a start price - it is practically guaranteed to get its full value. (With the possible exception of certain staffs, because their value can goso high that it's possible the most interested parties do not have enough credits on hand to compete up to their 'true' maximum - if I got a PHOH, I'd sell it privately for a set sum!)
