Yeah, unfortunately waki outclasses rapier for 1h mage. That being said, I think fiery and arctic are actually better because the main advantage of wind/electricity has to do with their staves so as 1h mage who don't use staff it's much cheaper to get the elemental phase.

Considering all the 1h mage weapons have the same stats, the only difference between elements is the proc (quite negligible), and Imperil evens out any resistance the monsters have, so every element is the same for 1h mage.
