You soulfuse the radiant for sure. But salvage the other one won't bring back rare materials like phazons, so it's better to sell it.

I guess nope, 90% of materials including rares and binding will be returned, in his case there would have 4 CP returned for salvaging:

Salvaging equipment with upgrades will always return 90% of the materials spent on upgrading rounded down (but never any catalysts).

Edit: correct me if i am wrong. Although wiki also write "Cannot be retrieved from salvaging." in rares, I salvaged power armor and force shield recently and retrieved some DMM and RA

Nah. I would sell the radiant, salvage the zircon and buy a Charged with the ~3m you'll get.

If you forged to 5, you get 4 phazon back when salvaged.
Sometimes I really doubt if 100 extra magic damage can change much (I don't know) but I'm pretty sure 3.5% casting speed with a charged can save your ass a lot. 5 charged cut my healing by half compared to 4 charged 1 radiant in a PFest. Pretty sure radiant is better if you want to clear arenas faster though.

it's simply worded a bit badly. it means you cannot earn phazons from a vanilla phase, but you can still retrieve those form upgrading (*)
