Wrong combination of prefixes/suffixes. Tempestuous + Katalox is a poor match, and the Demon-Fiend suffix alone is enough to turn any staff into junk, regardless of stats.

i'm not sure myself, especially given the level. if they were bound to, saying, 100 lv higher they would've been an immediate bazaar thing.

but this way they seem sellable to me. that axe in particular is quite high-tier on its little ground.

The Type of Staff, Prefix and Suffix aren't matching.
For an example, Katalox goes with Demonic or Hallowed prefix.
Demon-Fiend is third best suffix for Demonic after Destruction and Fenrir, but not a great one.
If it was Demonic instead of Tempestuous it would have been a nice, not great staff.

you can get some clues on closer inspection. namely the amount of durability remaining gives some decent clues (not conclusive). but yes he is very lucky to have come across 2 peerless at his level

Yup that's one of the clues I look at, the timestamp (equip item number) is another clue. Both appear to be self-dropped. Amazing...

its not necessarily coming from a drop, you know. there's shrining too
