And most 1Hers keep END lower than STR and DEX (END doesn't kill enemies).
You are also overvaluing DEX a bit (if it was 2X the value of STR everyone would have DEX way higher than STR).

You're saying that 1% damage (from STR) is equal to 0.05% block ((38.5 - 35.62) / 100 then forged to 50 and scaled to level 500)?
Basically 100% damage = 5% block.
It doesn't seem they align, like at all.

There are no agile force shields.
You didn't consider suffix (Warding is pretty bad, check
here).
Zircon is a good prefix and can probably account for ~1.5% reduction in damage (see
here for a report on damage received).
All in all it doesn't really matter much when you're playing 1H.
And given that Scremaz shield lacks STR and has a low DEX roll I would value it between 200 and 500k max.
It's not a bad shield but the 1H meta values damage over anything else.
