Keep in mind that Resist stat (and Negation) is almost completely wasted on light armor users, because their resist is already quite high (the highest of any fighting style); you're likely already 50%+ resisting magic attacks nearly all the time (the vast majority of incoming damage is physical).
Still, if the alternative is Mag-grade or less Shadowdancer/Fleet, Leg Negation might well be just fine. The ADB alone might make it worth the lowered evade/crit.
it's not only a matter of ADB. i checked a few pieces and found that due to multiplicative, asymptotic addition in average, then the Crit a Shadowdancer can add is roughly halved if compared to what's listed on a single piece. as for Evade, it's quite mitigated: forge lv5 Evade and AGI on that Negation and you won't even see the difference if compared to a Fleet which has forged only one of those. that's an exhasperated phenomenon if you move from a Mag-tier to a Leg-tier (not to count the boost in all the other stats) but it still retains a bit of validity if you switch between two Leg-tiers

undoubtly. boosting your average build comes first. eventually optimizing further comes later
