1) Self-use. May be sold in a shop for maybe 20-50k. I wouldn't auction it though.
2) 15-20k
3) I would auction it, but if I had to give it a reasonable value I'd say 200-250k

Let's say that the market is very diivided between those who know how to use a non-SDE shield and those who don't, so i'm afraid you won't sell it for more than 200-500k. If you auction it, brace yourself for the complete randomness, between 50k and maybe more than one million.

Too bad you haven't got that shield month ago - I would buy it from you with no hesitate (I really don't care much about the lack of DEX). So bad I already got SAE shield with 86% block and forged it to maximum.
It is pretty good shield, actually, and hope it will go auction well (but, yes, people tend to underestimate non-SDE shields) or will be good self use (IMG:[invalid] style_emoticons/default/smile.gif)

Sadly, but the former is more likely. It is good shield, I would say one more time and it is pity people are so SDE-sentric. Yet, I know that extra 80-110 DEX do make a difference, but still shields with such high block are nice no matter whether they have DEX or not. (IMG:[invalid] style_emoticons/default/sad.gif)

It's possibly (and not for DW anyway) worse than Hallowed or Demonic, I would get ethereal over the other 4 elements any day of the week (well, Arctic is pretty good for 1H outside of SGs).

I remember reading it had to do with most monsters doing physical damage, and mostly crushing.
I think most aren't worried with magical mitigation and use infusions when necessary.

Yes, it is very good drop. Expect no less than 5m for it. Even 10m is possible. High to say for sure - we haven't got "Peerless Tempestuous Rapier of Slaughter" in past year in Super's auctions and "bestest" Legendary-esque went for 2,000,000, but it had fair low STR pab and parry in ~80% range.

Since Dragonkin and Giant are two most common monster type and they both have fairly high STR and END - you want to kill them as fast as possible. Likely they both are weak to WIND-type, so Tempestuous is a king here. I even tend to prefer WIND over ICE in infusions.

I don't think I've comment any specific drop, did I?
I've just gave my opinion on the power ranking of rapiers.
And I think it's pretty obvious that a peerless fiery rapier is a lot better than a 20% adb demonic one, the comparison only has meaning when done on equally rolled equipments.

Anyway, you're right about Featherweight Shard, but not having to do that extra step (and use a little bit less mana) is always nice.

I'd definiely go for such a rapier, if I didn't know by advance that it will certainly fetch more than 5M.

If you have Katalox and its suffix is Destruction, then you need Hallowed (500,000 - 1,000,000 range) or Demonic (750,000 - 2,000,000 range).
Of course these are "medium" price, it is possible that one's staff with right prefix/suffix, but bad stats and high level would not even get a 50,000 bid in auction.
