You can use it for yourself or, maybe, sell for very low price (I guess <20k).
It could be interesting for low-level players so maybe freeshop or users with freeshop-like section may be interested in it.
It has its uses but it's still worth pretty much nothing.

A lot ppl didn't like Arcanist (IMG:[invalid] style_emoticons/default/ohmy.gif)
But for me PAB's the most important for equipment, its can boost skill, evd, crit, dmg, magic, etc. But I drop Arcanist because its doesn't have piercing migation. And hunt for normal ones with a lot PAB.

Question yourself about what is the actual influence of your PABs compared to the equipment's specificities (meaning: calculate their actual influence on your stats), and then you'll understand that PABs, even if they are important, are far from doing everything.

It's also SDE and the PAB rolls are good.
It would work quite well in the soulfuse range.
