yes, that is worth something. Level is low enough for starting mages. I'd say 50k, not much more because of lowish EDB.

Imo you can salvage it.
Almost inexistent benefit from suffix considering it reaches not even half compared to both mainhand and stat from attributes.
It can be somewhat effective for a very low level because of scaling. But not for a lv 400 (or 300 wasting 1500 fragments)
