No, Mags are still OK for mages at that level. The problem with this staff is the non-matching pfx/sfx.

Besides, beginning mage is better with elementary (especially Fire & Cold wich are less costly and relatively easy to find).

Nevertheless, if it was a Hallowed Oak Staff of Heimdall, it could go for 50k.
But not Demonic Oak Heimdall, no.
