As a Player who plays a lot with 1H Mage and tests different Combination, my Conclusion:
Battlecaster Buckler is the best in IW. Balltecaster Wakizashi + Battlecaster Buckler will cost some SP Potion to finish 100 Floor PFUDOR IW, with good Radiant Phase, high Forge and high DD (in my current Case) it costs no SP Potion.
In PFUDOR Fest Things are a little different.
Battlecaster Wakizashi + Barrier Buckler is the best for most Players. This Combination costs no Mana Elixir, and is safe enough, which means, Nimble Wakizashi + Barrier Buckler doesn't make a big Difference for Safty but needs Mana Elixir.
Battlecaster Wakizashi + Battlecaster Buckler saves a lot Mana Potion (from 200 to 120 in my Case), though it takes more Cure.
With the Development of my Phase and its Forge, the Cost of SP Elixir changes:
Battlecaster Wakizashi + Barrier Buckler | Battlecaster Wakizashi + Battlecaster Buckler
Phase 1: 2 | 5
Phase 2: 0 | 2
Phase 3: 0 | 0
Phase 3 means 4 Radiant Phase with abobe 90% EDB and 50 Level Forge.
Only in Phase 3 Battlecaster Buckler works better in Cost, also no SP Elixir but 80 less Mana Potion. But more Cure makes the Play uncomfortable, more Mana Potion doesn't. Less Cure means that you can pay more Attention for the Video while in PFFEst, rather than for the Danger in HV, you can try it yourself and the Difference of Feel is quite obvious. So I will still recommend Barrier Buckler in PFFest.
Now for the Prefix. My Buckler:

then which PABs (DEA or not), the Roll of each PABs doesn't matter,
at least the Prefix,
the best Prefix is of course Reinforced, the Effect is obvious in the Damage Calculation,
Mithril cuts about 1 Burden, which can decrease 1.33% of the total Evade Chance if one doesn't use Feather Shard (No, I don't use it myself).
Agile has little Effect for 1H Mage, while:
1. only Toggle Spirite Stance (I'm not sure for this) and Use OFC may be affected by Attack Speed. You may use 110-150 OFC in the PFFest (Depends on your Mage Gears, the stronger your Mage Gears, the less OFC you use), each OFC costs 2 Turns (1 Turn for Spirit Stance, 1 Turn for OFC), which means that the Attack Speed may only affect 220-300 Turns in 10000-12000 Turn.
2. The Attack Speed is multiple, the Attack Speed form Agile Prefix on Buckler is too small compared to the Bonus from Agi and from Wakizashi.
So, can Agile works better than Mithril on Buckler for 1H-Mage? I don't think so.
Your Buckler is not prefect but good enough with above 70% Block Roll and DEA, if you don't have a Plan to use it yourself, you can try it in Auction.
