Yeah. Maybe a bit more but that's the right order of magnitude. Good to use for a while and then sell when you've outgrown it and can use a Leg Slaughter.

You're right, but also wrong.
It doesn't change that much, but makes the piece not worthy of being forged on ADB over 5 at all.

For example, my 75% ADB Legendary, with upgrade 100 ADB, would be barely better than a Peerless with Lv 85.
Imagine a below zero 0%, probably it would barely surpass the Lv 15 of a peerless (IMG:[invalid] style_emoticons/default/laugh.gif)
