While downloading this Gallery, I'm getting this message:

IP quota exhausted.

Never saw it before. Other Galleries are working just fine. What's the reason? What triggers this message?

I think it means that the generated archive link has been accessed using too many IP addresses. ie, it protects against the archive link being generated once and spread around for free downloads

GP is not a big deal, but where is that option to create a new link? Once a link has been created, it last for 7 days. You cannot create another link before that.

I am planning on addressing that so people don't have to wait for a week, but as it's not that common of a problem, it's not the highest priority.

Uh. That'd be more work than just fixing it.

Not that I'm considering sharing the link with others, but I sometime download the archive both on my pc and on my server, and I would like to know if I should take care in not reaching the limit myself.

in short, anyone with dynamic ip just cannot pause / stop their internet before completing the archive download, or the archive became auto-expire ?

The vast majority of people have IP addresses that stick around for more than 7 days, or draw from the same /24 pool. But yeah, if your IP is very fleeting, you should probably not stop and start it too much.
