Shields have a very large range. I've seen tower shields with 40+, and I have a buckler with 34.
1.5x multiplier to block and an additional proc of 20% chance to stun for a few turns while overstrike is on seems like it would scale decently. Better than the current absolutely static bonus we get now.Anyways, the acc bonus seems out of place on 1h-s. I kinda like the critical adjust idea. Maybe instead of +15% dmg, +10% parry and 50acc... give 1.15x damage (end multiplicative instead of base additive), enemy critical prevention and 1.5x block. Makes it much more defensive instead of some odd combination of boosts you'd expect to see on a rogue, not a tank.
1.5x block will give 5-15 extra block in most cases, roughly equivalent to the +10 parry except in the stat you actually use. 1.15x damage is usefull if much lower than 2h or dual, but your a tank so thats how it should be, and enemy crit canceling, cause, your a tank and you should have some sort of tank-like advantage.

Also like the idea of having some usefulness given to light armor. The stat bonuses are pathetic.
