If you're talking about power cells and scrap metals, they can be acquired through salvaging equipment or buying from bazaar. However, it is best to only salvage fair to average-grade equipment for scraps and/or power cells, as superior+ grades give too less power cells and scraps for their value. Of course, you can always buy from other players.

Unless I'm reading it incorrectly, the StonyCat post you linked to noted that Tenboro fixed the ranges used when new equipment drops but he didn't change the existing gear. StonyCat then asked Tenboro to fix his existing gear, which is what you are doing here. However, did Tenboro end up updating StonyCat's gear? If not then Tenboro is giving you and Stony the same compensation aka nothing.

Changing existing equipment stats in the database is both risky and time-consuming, so it's not generally something I'm willing to do, but I did update those two yesterday (they were the only affected ones). The system isn't designed to ever have equipment stats change though, so you'll probably have to equip and unequip them to make the cache to update.

Given that pretty much any power heavy 0.82 gear is affected I seriously doubt that Tenboro will ever update all of them (updating only a few seems even more unfair).
It's better if we just consider 0.82 power heavy "nerfed" and hope to get better gear in 0.83 (and I have this, so it's not like I'm not affected).
