How much regen a turn, maybe something like 2.2k now, up from 2.0k, while losing around 5k HP overall? So you would need around 5000 / 200 = 25 turns of Regen for this to help.

consecutive turns of having less than 100% HP, but having more than 20%~ HP (where you would Fullcure) for it to be worth it. Number proportions are probably pretty similar for other players. Yeah, that doesn't happen often. When players take significant amounts of damage, they often either Regen back up to 100% quickly, or get low so they have to Fullcure quickly. Increased regen doesn't help a whole lot.
This also means more Spirit Shield drain, since maximum HP is less. Seems like a nerf.
Back before 0.82, increasing base HP instead of max HP would have been pretty good, because of limited item slots and the need to conserve mana, but now with unlimited items and Fullcure being the best way to play, having more max HP rather than base HP is a bit better.
The MP perk going from +max MP to +base MP is definitely good though, for melee at least. Although you'll have less room for MP to fluctuate between, you'll have to use draughts less, and they'll replenish more. They are more useful, but you do have to pay a bit more attention so MP doesn't run out.

IMO would've been nice to make crystals (monsters) better rather than just making crystal income worse.
