I'm guessing that they are rounded down, and then set to a minimum value of 1.

For equipment of Average quality or lower, Scrap is given with the following formula: roundup(sale_value / 100); e.g. if the equipment's sale value was 101 a player would receive 2 scrap.
For equipment of Superior quality or higher, you get one graded material (see below), and a quantity of scrap equal to roundup(sale_value / 500).
So for superior 501c (never seen a superior rare below 600c) will net you 1 low grade, 2 scrap and 1-2 energy cells same as a 1000c superior. So you could break even if a superior rare had a value of below 600c (I assume the low grade to be worthless btw) but only if you got the maximum number of energy cells. You will always lose value above that except for phase and force shields but only for Mag+ and only because of the value of the high grade. I assume at some cutoff price for Leg+ you would lose value though
Salvaging Avg rares will always yield a profit and sometimes a big one. I had about 40 fine phase that I had hoarded from ages ago with a value of between 650 and 1100c I got more than 300 energy cells plus plenty of scrap.
