Why limit at 3 when 4 (or 5 or 6) PABs can be possible on a piece of gear. It defeats the purpose of Legendary/Peerless gear being more awesome then the rest since they have a chance to less desirable PABs due to the cap

It's what I landed on. We'll see if it creates any "pre-nerf" situations.
And the only style this really affects is Leather and Shade armor, since Plate\Power and Cotton\Phase already have only 3 PABs anyway, while Leather\Shade have 4. Does Shade really look too overpowered to you if it has all 4 possible PABs? Shade is already the weakest style and is barely used by any high-level players. Maybe it shouldn't be nerfed even further?

(No, you won't be able to soulfuse all your equipment. This is by design. The idea is that you should be able to grab one "keeper" per month just from playing. Past that, it will require a significant investment at the item shop, or (bad?) luck at the equipment lottery.)
I guess Set Collector is mostly useless for me now and being able to try other play styles or using different play styles for different battle modes is impossible because an average player would be hard pressed to keep even one of his sets up to date. I used to buy average equipment for cheap from bazaar or other players just to try them but now the price of even the crappiest item is several million credits needed to soulbind it.

- Lottery prize equipment as well as all untradeable peerless equipment granted by the Follower of Snowflake perk will also be soulfused automatically.
Why is this true only for the new equipment? Why are you forcing us to sink an additional million credits into soulbinding items which we already sank many millions into and got lucky in the past? At least with normal equipment there's a choice to either soulbind them or sell them before binding to your level, but lottery prizes are untradeable, so you can't even get rid of them in a meaningful way and the price of soulbinding them all is kinda high. If this is only to prevent salvaged equipment from also getting soulbound for free, then it should be easy to just bind lottery prizes because all their IDs are available.

- You cannot equip gear that is above your current level. You can equip gear that is below your level, but the gear will not scale up to your level.
Maybe it would be better if it was in the form of a sliding level window. Like, say, level 300 can equip -100/+50 gear (200-350 level) and it would scale to his level, or scale with some penalties that are the higher the more the difference in levels is. That would at least keep some of the trade alive while still limiting whatever is the problem with the old system was.
Please make an option to stop leveling up. I haven't gotten a single good item that I would actually like to use in all my levels and I doubt it will change much with the new system, especially considering I don't grind as much anymore. Turning off level upping would at least prevent the existing gear from getting crappier and allow players to grind the soul fragments and money to buy them without worrying about growing much faster than their gear.
